Before adopting a standard the Bureau announces (publish a notice) that the standard(s) are available as a draft for public comment (DPC) in a national newspaper and in other media and shall allow a period of at least ninety (90) days for submission of comments on the draft standard by interested parties and to demonstrate an opportunity for participation by all directly affected persons.
